Starting times are determined by the teams estimated average speed (EAS). You can come up with your EAS by taking the average speed, from a 20 mile ride with no major climbs or descents, of each rider, add those speeds up, and divide them by the number of riders on the team.
These estimations are important as they are they to make sure your transitions, route markings and finish line are there before you get there and stay there until you leave. It is very important you do not try to manipulate your starting time by adjusting your EAS.
